Does this install on the E46 M3 without removing the bumper? TheE46 M3 front mount requires a longer threaded shaft than the rear. This "looks" a bit short to screw-in.

Yes, you do not need to remove the bumper. These Tow straps are designed so that the threaded bolt fits inside the tow hook cavity. Unfortunately we don't sell the slotted tow hook covers for the E46, but many racer's just slot it themselves.

Example on our F87 M2. Please note, slotted tow hook covers are NOT available for E46:
