I think they would check pads but not necessarily change them or fluid.

Easy to tell when they are very low as you get a Scraping Sound

Scraping pads used to worry me but once you put new rs29 in they soon smooth over the scratches on the discs

Give AP a call direct, its a pretty common issue, last time we had it a set i bought used they sent me the bolt FOC, i may have some spare helicoils here if you need them ?

Another reason I went for AP's, their aftercare service is top quality, even if buy a used set as discovered by a friend of mine who had some issues with the mounting bolts. A few emails later and he had new bolts or a bracket, or something. Whatever it was, the aftercare was excellent.
