Try a cold air intake. The cold air intake would need to be installed before the chip though. If you put a chip in before the intake, the chip would need to be replaced to be up to speed on how much air is coming in. The right way is to put the intake first then the chip to match the level of air coming in so that your ECU can make the most of what it has.

My first mod was the exhaust. And i was very satisfied. The car seemed more loose, sporty sound wich helps to create more "power feeling" and an agressive rear look due to the inox tails.

Try SUPERSPRINT exhausts. Man...these guys know what they are doing. Trust me.

I have a 98 M3/4, my first mod was exhaust, UUC, then I added the intake, ECIS, and finally the Conforti Shark Injector. That concludes my engine/performance upgrade, and will leave the rest of the engine stock. I am very please with my setup. oh..Suspension is NEXT

Chip-wise, it depends on what you like. Dinan is a great chip to have, any Bimmer owner will tell you that. Jim "the Shark" Conforti has a chip that is supposed to be better than Dinan's off the line. But do the research yourself, find which one you like. Both Dinan & Conforti have cold air intakes, I hear mixed reviews on which one is better. As far as exhausts go, I heard that AC Schnitzer has a mean one.
