I usually launch on street tires at about 2500 rpms with the ASC disabled. Depending on traction, I may slip the clutch a little and do not Powershift/speedshift as there is a Valve in the Clutch line which restricts/delays fluid making the clutch slip if you hurry your shifts.

about 3200 rpms w/o asc - just feather the clutch to keep from too much spin

The actual stock 1/4 mile for the 98 m3 4dr (I have one too) is 14.0 sec. I would imagine with your mods and a good start you'd be in the high 13's.
