Why the fuk do we in USA get robbed of those things? ...
Genuinely surprised this is, what seems, new to you as whole books have been written about this on every US based BMW forum.
In short: US wasn't going to get the M3 at all, BMWOCNA held a petition and BMW changed their mind, but to keep it competitive/acceptable price point, all exotic part that make it what it is, were omitted.
Hence the subforum title "{Euro - S50 B32 321hp @ 7400 rpm} {U.S. - S52 B32 240 hp @ 6000 rpm}"
ITB's by themselves don't any more power. They will improve throttle response. The main problem with just slapping ITB's on an engine, it will probably not run at all without a custom tune.
Many have tried to fit a set to M5x and S52's, with variable succes. Just Google search on "BMW E36 ITB's" and you will find plenty.
The non-US version also comes with stepless vanos (3.0) and stepless double vanos (3.2) giving it quite some torque, which without would not have been possible. You usually run ITB's with agressive cams, with all power at the end and no torque left. Although you can tune ITB's to work in a certain range.
The US has a 25 year import rule. I know there is a crowd who will import the engine once this can be done.
Because another problem is getting these cars road legal. They are not easy on fuel/emissions.
To ad insult to injury, the itb's are just one thing the US didn't get:

To ad insult to injury, the itb's are just one thing the US didn't get:
- hot(ter) cams
- larger intake/exhaust valves
- solid lifters
- duplex timing chain
- high(er) compression (11.3:1 for the 3.2)
- constant stepless variable (double)vanos
- dual pick-up and scavenging oilpump (3.2)
- 3.5" MAF/intake
- tuned length exhaust manifold
- oil cooler
- oil temp gauge
- 6 speed gearbox / SMG1 option (3.2)
- 2-piece floating rotors (3.2)
- 210 (large) diff (3.2)
- 7600rpm redline (3.2)
- 24" (blue) injectors (3.2)
- 5 bar fuel pump/system (3.2)
So "robbed" is a bit of an understatement.
Ive know about the differences just never had the facts on why they existed. ITBs entail much more than I first anticipated then.. cheers on the intel

why werent the US getting the M3? didnt they get the Lotus Esprit and several other more 'exotic' cars...."keep it competitive/acceptable" ? what does that even mean? in what sense; MB had an AMG in the C43, Audi had their S-car....list goes on.. pretty sure all of those were brought over. Why omit parts of the car which justify its purpose and price point in the first place?...nowdays an M4 can hit 110k....so whats the actual logic behind having one different product just for the US...?

Economy at the time was in the shitter. The e30 m3 was a relative flop in the US and they were sitting on dealer floors being sold at a discount. The only reason US got the car is a very persuasive group of people from the BMW CCA.
