Do they make aftermarket fog light bulbs? or do i have to buy a whole new assembly? i want something brighter and blue for the foglights, sort of like HID, without spending the big bucks. any help is appreciated.

The fog lights use a 55W H1 bulb. If you look around I am sure that you will find a H1 bulb that will meet your needs. -

The H7 bulbs are used in other BMW's for low, high, and/or fog depending on the model and the year. The 92-98 e36 did not use the H7 bulb at all, but it might work? Here is a link that shows all the stock bulbs for the different BMW's over the years:
