Oil filter question

I just changed my oil for the first time. I used a Purolator filter. It had a wrapping around the filter, that was paper and had holes in it. This paper is fit tight and seems like it could stay on or be ripped off. The one I just removed didn't have this. What is the deal? Leave it or remove it?

some filters have it some don't, Leave it on if it is there. If you look in the center you should see the same kind of paper
