Is this really a Euro M3?

If it were, it would be titled in the US. It's extremely difficult, if not impossible, to get a Euro spec M3 registered in the US, especially post '95. What the owner is most likely referring to is the Euro Delivery program where you buy a US spec BMW, pick it up in Germany, drive it for a week or two, then drop it back off to be shipped to the US.

The headlights dont look Euro. They look plasticy and dirty (US). I would run the VIN.

I don't think that it is. All you need is a picture of the engine and you'll know for sure. Email the seller and ask for one.

Understeer is right. BMW offers buyers the option of picking up a car in Germany and driving it on their track and the autobahn, then having it shipped here. These ar US spec cars.
