Just got my euro HFM and new conforti chip and kinda dissapointed. I honestly cant feel much of a difference besides the intake being louder. I bought my car used and the previous owner said it had an AA chip inside but it didn't. So by doing this mod I should have gained around 20 horsepower right. Why am I not feeling it?

I would expect 15 whp, but my mechanic is under the impression that the JC intake/chip/HFM can bring just over 20 whp. Dino tested two cars, and the average was 21 whp. Either way, you should feel 15whp.
Also, the chip isn't necessarily done for piece of mind. On it's own, maybe, but it aides in utilizing the gains of your new intake and HFM.

My car being a 97' obdII, I pretty much forgot about a plug in chip upgrade. The four Oxygen sensors which constantly change the air fuel mixture does not allow the programming to be permanent. Maybe just the rev and speed limiter. The pre-96' obdI does not have this problem because it has a physical chip which is replaced.

FKNM3,
Are you not feeling the power, or are you feeling the 1K missing from your wallet?
I got the JC CHIP, HFM, CAI and it feels better to me. Before the car hesitated some as I climed through the RPM's.... Now, it does not stutter at all...
I only spent $260 for this setup because I work at a BMW repair shop and I got a 540 HFM for free and got the jim c chip and reducer for $260 because our shop has an account with Eurosport oh and add $30 for the K&N filter. So my wallet isn't hurting at all but I guess I had to break it in for a while because it pulls harder now. Very happy with the results.
