Thanks so much guys! I just wanted to make sure that I wasn't removing or damaging anything that is supposed to be there. I drilled a hole and pulled it out with pliers. Someone definitely tried to mess with me cuz that couldn't go there by accident.

Id get a lag bolt, drive it into that rubber with some kind of rope secured to it and pull it out.
