I have them on my '98 sedan. They are molded into the plastic trim pieces under the trunk carpet panel. I wouldn't strap anything real heavy or too tight with them though because they are brittle and not to mention are held down to studs in the trunk pan with plastic nuts.

What do luggage compartment straps hook to in the fornt?

I have the same diagram at RealOEM under "Boot lashing strap" for my 97 coupe under "vehicle trim", "accessories and retrofittings". Under notes, it says "See EBA 0414250, PIZ SZ_051_04_06". IIRC EBA means there's a technical installation guide somewhere, indicating that (assuming you can find it) perhaps there are additional steps required to get this part installed. I'm guessing something is hooked to the seat hinges as I noted above.

The diagram actually shows a wagon, look at the trunk opening.Originally posted by hausLooking more closely at your diagram, it looks like the seats are folded down and the harness clips to the outer seat hinge points. I just looked at mine, though, and there's nothing there to clip to (and very little room to get anything like a carabiner in there, particularly without likely damaging the seat leather).
As far as those plastic clips, I've seen those on almost every e36 I've worked on, but they are removable. Perhaps your PO removed them. They aren't all the way back though, so not sure if they'd even work with your straps.
I have a full net that clips into 4 anchors on my daily sedan in the trunk and its amazing, I use it all the time. My M3 has a gutted trunk though so wouldn't do me much good.
