Ok first of all there aren't many people even making 1000hp in these cars because reliability gets so low past 600hp and you'll constantly be breaking things.
1000hp for a road race car is just pointless. You won't be able to put power down, you can't fit large enough tires and you'll spin yourself into a wall at the first corner. To put that power down you need fat drag radials and drag radials don't like to turn.
The cost of achieving your goal would be somewhere between 60-100k depending on how much work you do yourself (I assume you don't have the knowledge to do any of the work) and how much stuff you break along the way (axles, differentials, driveshafts, transmissions, clutches, blocks, head gaskets, rods, pistons, cranks etc etc etc.)
If you want to dump a bunch of money into a car for track but want power down the line for the street then buy a good example, go through and refresh everything under the car from front to back. Add a 310mm rear diff conversion, HD axles, DSS driveshaft etc then drive the car and learn how to properly drive. Then down the line when you're competitive enough add a supercharger kit and learn to handle that power. Then even further down the line if you feel you want more power swap the supercharger for a turbo and build the motor. By doing this you know you have a solid base under the car to work with. That is the exact path I'm taking because I don't ever want to pay for stuff twice and do it right the first time.
As said though by this time you'll be into the car for more than a nice z06 corvette with mods making 700hp reliably. You're young and its good to dream but your goal is very unrealistic and you'll learn that as you get older. For right now, learn to drive and stay out of ditches, walls and other cars. Do as many track days as you can and you'll learn the m3 has enough power to get even experienced drivers in trouble
