I would say that's debatable. Of course the Turbocharger has a better chance of putting out more boost, but I have still seen supercharged M3s putting down a healthy 400rwhp at 10 and 11psi. Also, you have the increased torque on the low end which I would feel would certainly give a Supercharged M3 a boost (no pun intended  ) over the Turbocharged M3 while the Turbo is lagging. Just depends what you're looking for. If you want to go above 400hp, I suppose Turbocharger would be the best bet for you

My statement was general... Yes, there are some CF superchargers putting out more than 415rwhp (Marco on a Stg 2 RMS)....CF superchargers are not known for producing crazy torque...they only make 285-300rwtq at redline...whereas a turbo is typically putting down more than 300rwtq by the time it reaches full boost (most kits for the e36 reach full boost before 4000rpms)...so in actuality a turbo is going to be making equal if not more torque than a CF SC below 3000rpms and more after full boost is achieved @ 4000rpms. Yes more than 400rwhp a turbo is better...but also you can pick a smaller trimmed turbo with a smaller hotside and have better response without any lag, while maintaining the advantageous aspects of the non-parasitic turbocharger.
Regardless..I was being general in that most base SC kits (as he would be buying) would be putting out no more than 290rwhp..whereas most base turbo systems put out 350rwhp from the manufacturer without any tweaks. Stock for Stock the Turbo kit is going to spank a SC at the track.
I could go on...but that is all that seems appropriate for now.
