Aux Fan Help. Is this normal?

I have no mechanical fan. I am running a SPAL puller off of the aux. fan controller.
Today was a warm day. While stopping and chatting with someone in the neighborhood while idling, I saw my temperature needle hit the 2nd dot. The AC was not on. I could not hear the aux. fan running, but perhaps it was too quiet if it was.

Last summer on very hot days sitting in traffic with the AC on, the temperature would start to climb. A few weeks ago I loaded up the Z4M aux fan temperature values hoping that would fix my temperature climbing issue with the AC on in traffic.

I shut the car off and switch the ignition back on (engine stopped) and turn the AC on to see if the aux. fan would turn on. it did not. Should the aux fan run when the AC is on even if the engine is not running? I would expect since the ECU is powered up and the temperature gauge is at the 2nd dot that I would hear the fan running. Should it?

So I fire up INPA and run the E-fan test.

The fan turns on and ramps up to full speed for about 1 second then ramps back down to OFF. is this normal?

I looked up a few INPA fan tests on youtube and it seemed like the fan ran longer.

The temperature shown in INPA was 98-99 C. Does anyone have the Z4M fan temperature table handy? I would expect the fan to turn on by 98.

What should I be looking into next to ensure my aux. fan fires up?

Update: I confirmed that the aux. fan runs when the AC is off and increases speed when AC is switched on. I cracked the bleeder screw briefly to check for air. Stream was solid. I idled the car for a good 10 minutes at a rock solid 202 F. I noticed a slight decrease in temp. With some revs. The water pump is only 5000 miles old so I chalk that up to the underdrive pulley.

So it appears this one is a fluke, im really not sure why the needle crept up earlier in the day. As far as I can see now everything is working as intended and the car was just keeping me on my toes.

I have an underdrive pulley and my temperature never crept past the halfway point. The only time it ever crept up is after I turned the car off and the heat just saturated everything afterwards. On a nice summer FL day, my oil would get up to 230 after the car was shut off sometimes. The fan would still blow sometimes in those cases.
