Error code 178??

I'm trying to register this car and I keep getting Error 178. Has anyone ever gotten this code before and what's the fix?

My bad, I wasn't thinking... lol.

INPA says: KAT - Konvertierung 1 which is Cat Conversion 1.

I've inspected my cats (SSV1) and the HJS look perfect.

Upon a Google search, I also see Secondary Air Flow Minimal (but I have my SAP deleted and adjusted in tune).
