Taillight rubber buffer

Where does the part actually go on the car?
I am sure i never saw it when i replaced my taillight gaskets several years back.

The #8, 2 pieces of film sit on the lower edge of the light bucket, on top of the paintwork, probably to prevent the light from rubbing, if your car has been painted they are probably no longer there.

The rubber buffer I don’t remember either.
