For sure! But I imagine that's more so b/c the state wants their sales tax. And my guess is, this is mostly a thing for CA unfortunately. There is nothing illegal about owning an LLC registered in another state, and that LLC owning property/assets.

South Dakota allows anyone in the country to register their vehicle to their Treasurers office and they don't require inspections or smog.

The Montana LLC route is another option, but vehicles on finance are ineligible.
