need help install windshield wiper arms

I had my windshield replaced at Safelite. They lost one of the wiper arm installation element/ bushing P/N 61618226059 and could not reinstall the wiper arms. They ordered new installation element/ bushings. They still can not install the wiper arms to the pivot. Both arms will not sit down below the threads on the pivot. I tried wiggliing the arm on the pivot with the element/ bushing but can not get it below the nut shaft.

Did Safelite damage the shaft? reason the element/ bushing will not go down the shaft? I tried to install only the element/ bushing but it will not go down the pivot.

Thanks in advance for your help.

I replaced mine a couple of years ago, and just took a look at mine. Here is a picture I snapped at some point that showed that piece in the wiper arm - maybe you're supposed to pop that bushing into the wiper arm first? Don't remember. After a quick Google, there might be a spline you gotta find and line up?

Here is also a picture of what it should look like when installed (and then the other nut goes on top).

Thanks. I will give that a try this morning.
