I'm gonna call that dirt. At your local hardware store look for a product called Dirtex. Used to be a painters favorite to remove wallpaper glue. Not abrasive or harmful to skin or basically anything else. I've used it for years on this interior trim, leather, painted surfaces, whatever. If that doesn't work (and it will), dish soap, vinegar and water would be my next bet. But they're basically interchangeable and shouldn't hurt anything.
I prefer to keep the powder around the house (and detail the whole interior with it), but the spray stuff is just as good. Of course, condition the leather directly afterward.
