Passenger side convertible latch won't disengage

I'm trying to rebuild my (broken) latches and gears. I've manually operated the allen in the middle by the map light, and the torx screws in the end of the latches by the driver and passenger heads (see attached video). Only the driver side releases. Pretty sure the passenger cable is stripped.

Ideas? I don't want to cut!
