Remote key fob not unlocking

When I press the key fob to unlock the doors, all I get is the beep. Sometimes the driver side and the passenger unlock, sometimes only the driver side.

When I press the key to lock the doors they lock all the time. It's only when unlocking, so I have to use the key manually to unlock.
Any ideas what the issue is?

I didn't get my GM5 repaired by him but he did repair my cluster. He did take a little bit of time to respond
