In the install instructions it says to make sure this file "C:\Windows\OBD.INI" is setup to match my COM port & I do not have this file. Is that the source of my problem?

Sorted - I ended up deleting Mike's Easy Tools and downloaded Bimmer Geeks. Was able to get into INPA and do what I needed to do.
