PWM Fan stays on at cold start

Hi everyone,
I’m struggling with a PWM fan issue on my S54-swapped E30. The fan triggers at 100% immediately upon cold start, regardless of engine temperature.
I believe the DME is entering fail-safe mode because it’s missing the CANbus data from the original AC system/chassis. I want to delete this fail-safe logic so the fan follows the radiator outlet temperature sensor map instead of defaulting to full speed.
Can I resolve this using NCS Expert, or do I need to flash the DME using WinOLS/TunerPro?
I’ve been stuck on this for days and would really appreciate any help from someone who has dealt with this swap issue before. Thanks!

Sligtly offtop- do you have a problems with error reading with Inpa or other software? i've deleted some DTCs error codes and now cant read errors properly- app freezes (Used Martyn ECUworx, inpa, Testo etc). For test i can send you my tune file if you are on 0401 software- i have no issues with fan on warm weather, you can check it.
