Props for a sweet M....
The OBD I vs II argument is a bit more subtle than you might be thinking. The 3.2L OBDII cars make more torque but the same peak RWHP as the 3.0L OBDI cars. Their ability to be more easily modified really means that you can install a larger T/B, intake tubing, and MAF (Mass air sensor) more easily on an OBDI car and they also have a less restrictive manifold. These things all add up to maybe 15 RWHP advantage over an OBDII car at peak. Streetable performance generally uses RPM ranges (<4500) that are below those where the OBDI cars have the advantage (>4500 RPM)and some of the above mentioned OBDI mods actually reduce torque. The true measure of useable power for a street car (remember that wheelspin is cool but not fast) may be considered as area under the curve above, say, 3500 RPM (or pick another RPM...) so the car with more peak RWHP may not be the fastest in other than a drag race situation. The net/net is that OBDII cars can be more easily driven as quickly as OBDI cars and still can be modified to similar peak levels - the difference is not that great. The better driver of either car would win on a roadcourse.

OBD I vs OBD II argument is really not valid anymore as there is a lot of great software out for OBD II now. Breaking the "code" took some time, but has been done. However, a chip for a 95 is cheaper to burn than the software upgrade. The most N/A HP I have seen on a M3 was an OBD II at just over 270 to the rear wheels.
