What's difficult about getting CA pass with a CSL Airbox? If its only smog then install better cats, such as HJS 200 cell. That's how I pass in Europe with better than stock results, even with Alpha n tune.

They fear the box will fail visual inspection. I don't know what the big deal is myself then again I don't have all my parts on the car yet.
Smog has gotten easier in CA because they no longer measure emissions at the tailpipe on a dyno for post 2000 MY cars. Now they just the give engine a quick visual and then connect via obd port to check monitors and make sure no SES light, that's it. It's a 5-7 minute inspection vs 15-20 mins on a dyno before.
