      This is normal as oil not supposed to flow through the rack -- it filled in the left or right chamber when turning the wheel and pushed out when wheel returned straight, but no oil should be flowing if the steering wheel not moving.

      Why a blocking banjo bolt can cause the pump to got hot and making noise, as long as the pump's regulator is working? IOW, none of the metal pipes that clogged can cause the normal pump to be hot.
      Can you point to the said banjo bolt or post a pic?
