It almost looks like you are missing the outer crush washer. Even from the video it's a bit hard to see but I see a small amount of copper colour.
Or alternately it's smaller than the one closer to the valve cover. Perhaps a wrong size was used?

Oil has a tendency to spread easily. It doesn't typically defy gravity... but who knows what airflow is going on under the hood that might cause the weepage to rise. It definitely looks like it's concentrated on that oil return line. The easiest thing to try is to replace the crush washers, clean, and monitor it.
My thought after watching that vid: if it was coming from the top of the valve cover, you'd probably see more oil concentration up there. From the video, it doesn't look like that's the case.Build thread: Topaz Blue to Shark Blue

Also, FYI, those banjo bolts will snap super easy. Update: cleaned the area, replaced the two copper crush washers, ran the car for 20 minutes, no smoke and still looking clean!
I did do a diagnostic smoke test the other day, which revealed nothing aside from a minor vacuum leak on my intake boot, so that's a net positive to know that too.
Also I forgot about an intermittent no battery problem I'm having, plus some MRS codes, but that's a whole other thing. At least I can check one thing off the list today!
