There is an offline version but the main thing is i guess is, does a locally installed version of INPA work with your car?

yes and so does ncsexpert, pa scanner etc

Doesn't work for me either. Super buggy. ISTA does seem to load, but whenever you go into the service features it likes to crash, or the images are missing.
