So why do these same regulations not apply to the 2 series chassis?
They do. The 3 series was getting so big due to govt regulations that bmw was able to slot in a smaller vehicle, the 2 series. The 3 series will never be as small as the 2 series, and the 2 series will probably grow over time like the 3 series

So the 3 cant be as small as the 2 series due to government regulations- yet the 2 series still meets the same regulations despite being the size of, well, a 2 series?

The 3 can't be as small as the previous 3s in part because of govt regulations. Almost no manufacturer is able/willing to update an existing car without making it larger, especially if they have an opportunity to move their clients upmarket (larger 3 series) while introducing a new model to replace what the previous gen was (2 series).
The same thing happened to the Honda civic over time with Honda creating a smaller econobox to replace it (the fit). You're never going to see a small civic. Honda can make one (the fit) but they most likely never will

So its also a manufacturers choice not to pursue an equal/smaller size next gen. Not entirely govt regs?
