Private messages are often used by bots and criminals to defraud members so there is a requisite waiting period and post count. Stay active in the forum and contribute to public threads and that feature should be enabled in due time.

But the tl;dr; you need to be a forum member for 30 days and have 10 posts. It sucks, I hear you, but it's the only way to cut down on the spam from bots/scammers.
