Sounds tune-related to me, but hard to say without knowing the setup. So many questions, MAF based? MAP? Stock DME or aftermarket?

Generally speaking a high idle might be caused by:

• Vacuum Leaks
• Dirty Idle Control Valve (ICV)
• Bad MAF
• Faulty throttle body (one or more of the 6 isn't closing all the way or adjusted correctly)
• Failing fuel pressure regulator
• Coolant temperature sensor issue
• Or like you mentioned above, tune related

I would start by verifying all those things are correct, INPA should help verify you're getting accurate readings from most of those sensors. After that, I would start looking into the tune. Good luck!
