What is this part from the steering column and where does it go?

While taking apart the steering column this part fell out, no idea where it goes. Does anybody know? I can't seem to find it on realoem or where it might actually fit or even if its important or not.

I think there is four bolts that hold the column on, do you happen to know which one? My thought is the upper right one based on where it fell.
