White residue on steel/iron and plastic is likely to be weathered/aged cosmoline.
Cosmoline is also the whitish crust on the underbody plastics....

Make sure it is thick (circa 1.5-2mm), good quality steel.
It is a secondary safety to retain the damper in the event of failure of the damper...

It would not hurt to clamp, but be wary not to crush the outlet at the reservoir.

Can you use tpms stems sans the sensors?
I bought my car w/o factory wheels.
Tire rack and competitors probably sell metal valve stems.

I would pass on it for now; given that you have safety equipment.
